LED lighting for highways on trial

KUALA LUMPUR: The government can reduce costs by up to 50 per cent if it uses LED light-emitting diode) bulbs for road lighting, said Works Minister Datuk Shaziman Abu Mansor.



He said a pilot project had been started in collaboration with Royal Philips Electronics involving the Sultan Salahuddin Abdul Aziz Shah Airport, Federal Highway and the Middle-Ring Road 2 (MRR2), covering a distance of 63.1km.

"It is also in line with the government aims to introduce more environment-friendly technology in urban areas.

"Lighting of highways in the country is costing the government RM26 million annually currently," he told reporters after launching an LED lighting project by the the company at the Subang Petronas station near here Monday.

He added that he would be asking the Malaysian Highway Authority to look into the matter as well.

陳華貴:再生能源發展商可享補助‧9月推行“電力收購制”(Feed In Tariff)

吉隆坡24日訊)能源、綠色工藝及水務部長拿督斯里陳華貴指出,該部將於9月推行“電力收購制”(Feed-in Tarrif Mechanism),再生能源發展商可以享有回售補助費率,以刺激再生能源的發展。


他出席大馬法國工商總會20週年一個馬來西亞晚宴致詞時說,再生能源法案通過之後,希望可以推動再生能源的發展,達到市電同價(grid parity)的目的,目標是在2020年發電的混合燃料中有10%來自再生能源。

“我們歡迎法國的公司在大馬發展再生能源,包括油棕生物質(biomass),未來大馬將會優先發展能源效率(EE),目前正在擬定能源效率大藍圖,也將會制定相關法令。”

普騰近期實驗電動汽車

他也說,目前大馬也在發展電動交通工具,普騰公司近期內將會在布城推行電動汽車實驗性計劃,不少外國汽車公司也向大馬提出進口電動交通工具的要求。

晚宴與會者包括法國駐馬大使馬爾巴勒迪和大馬法國工商總會主席彼爾德榮。

馬爾巴勒迪致詞時說,正在談判的歐盟-大馬自由貿易協議順利進行中,希望能夠早日達致協議。

Bosch plans RM2.2b photovoltaics plant

The Bosch Group plans to set-up a RM2.2 billion photovoltaics manufacturing plant in the Batu Kawan, Penang, to mainly serve Asia's growing solar energy market.

Robert Bosch Sdn Bhd Managing Director Martin Hayes said: "The Asian market is set to see an average annual growth of 30 per cent in the coming years.

"Components for manufacturing sites in other countries will also be produced at the new Malaysian site".

Hayes also said Bosch had chosen Malaysia as the country offered qualified workforce in the fields of electronics and semiconductors as well as good local infrastructure.

"We have good experience in Malaysia since 1923. We are quite familiar with the favourable conditions offered in Penang," Hayes told reporters after a media briefing on Bosch's financial performance for 2010 today.

Chairman of the Bosch Solar Energy AG Holger Von Hebel said construction of the new site was set to begin before the end of this year and the total plant would be fully completed by 2014.

The first production is expected to start by end 2013.

"The planned facility will cover the entire value-added chain, from silicon crystals known as ingots and solar cells to the modules which can be installed on roofs or in solar power plants," said Von Hebel.

He said by then, some 2,000 associates would be working at the new site in Penang, producing solar power plants with a total peak output of 640 megawatts each year.

The module production lines will reach an annual peak capacity of 150 megawatts.

He added that the solar energy business contributed about 900 million Euros to the group's total sales of 47 billion Euros in 2010.

Modenas eyes 500 electric bike sales a month

Motosikal dan Enjin Nasional Sdn Bhd (Modenas) expects to sell 500 units of environmentally-friendly electric motor cycles a month.

Its chief executive officer, Abd Halim Ismail, said the bike, Modenas CTric, has also made its international mark with an order for 100 bikes by Iran.

"The bikes will be sent to Iran by end of this month. It has also planned to buy 200 bikes every month," he said.

Abd Halim said this at a media briefing after the launch of the bike by Transport Minister, Datuk Seri Kong Cho Ha, here today.

He said South Korea, Greece, Poland and Vietnam were also interested to buy the bikes.

Abd Halim said the CTric has also created history, being fully developed, assembled and manufactured in Malaysia, using 80 per cent local components and 20 per cent from China.

Earlier, Kong said the CTric was the first electric bike to get the nod from SIRIM and Road Transport Department (JPJ).

"The amendment to the Road Transport Act 1987 last December has allowed the electric vehicles to register with JPJ. Prior to that, the Act disallowed the registration because it needed to record the chassis and engine numbers.

"The electric vehicle only has chassis number," he said.

The CTric comes in two colours -- green and orange. It retails at RM4,888 (including road tax and insurance). -- Bernama

"We're looking to make solar look like [GE's wind business] over the next five years," said Victor Abate, vice president of GE's renewable energy division.


GE, based in Fairfield, Conn., will pick a site for the factory within the next three months or so, Abate said in an interview.

The plant will employ 400 people when it opens in 2013 and produce thin-film solar panels sufficient to generate 400 megawatts of electricity annually, or enough to power 80,000 homes a year.

The venture will cost GE $600 million, reports Forbes. But that includes the acquisition of PrimeStar Solar of Arvada Colo. Forbes reports GE plans to produce panels made from thin layers of cadmium telluride, which would put GE in head-to-head competition with First Solar Inc., the largest maker of that kind of solar panels:

The attraction of cadmium telluride thin-film solar is its lower cost. It does not use any silicon. First Solar's production costs are around 80 cents a watt; traditional silicon solar panels are being produced by Chinese manufacturer for about $1.20 a watt. GE's Abate wouldn't say what the company's production cost goal will be. He does expect the efficiency of its solar panels to be even higher than 12.8% by the time the factory opens in 2013, noting that as efficiencies increase, system wide costs drop.

The Wall Street Journal reports the move is just the start of heavy investments in solar technology by the big corporate players:

"There's no way to not look at this as a severe competitive threat," said Aaron Chew, an analyst at Hapoalim Securities in New York.

Several large Korean companies — Samsung, Hyundai Heavy Industries, LG Display, and LG Electronics — have also indicated they plan to invest in solar.

GE has not decided where the factory will be based.

7月落實‧須符資格‧限冰箱、冷氣機、冷卻機‧購綠色家電最高扣200

(雪蘭莪‧八打靈再也13日訊)首相拿督斯里納吉今日宣佈,由能源、綠色工藝和水務部主導的“高效節能達致可持續性(SAVE)執行方案”將從今年7月開始,為購買綠色冰箱、冷氣機和冷卻機(chiller),又符合資格的消費人提供回扣。



首相今日在經濟轉型執行方案第六場進度匯報會上公佈15項倡議(前稱啟動計劃)時說,此舉是為了刺激節能家電的銷售。


5020萬扣完為止

他透露,此項倡議的5千零20萬令吉支出是由政府負擔,預計將在2020年帶來51億令吉的國民總收入。

他說,大馬比鄰國平均多使用34%的能源,為了確保供應穩定與支持可持續的經濟發展,有必要重新評估能夠讓大馬更加節能的方案。

他說,SAVE是由能源部主導的執行方案,目的是通過5項倡議提昇大馬的能源效率,第一項倡議是為冰箱、冷氣機和冷卻機,提供回扣給符合資格的消費人。

據瞭解,另四項倡議的內容將由相關部門宣佈。

7月7日公佈詳情

分別回扣200或100另一方面,能源、綠色工藝及水務部秘書長呂淑玉指出,該部將在下個月7日推介及公佈購買綠色冰箱、冷氣機及冷卻機,分別獲得200令吉、100令吉及200令吉一次過回扣的詳情。

她說,在SAVE執行方案下,回扣是直到政府撥出的5千零20萬令吉撥款用完為止。

“這項執行方案是配合政府合理化津貼措施,希望在2015年能夠達致合理化能源津貼的目標,根據市場機制來擬定能源價格。”

據瞭解,這項回扣措施將在下個月正式推介後生效。由於回扣撥款有限,當局或以先到先得的方式推行,並只限於國能用戶。

有關詳情有待當局下月做出公佈。

呂淑玉表示,當局預料大馬在2020年可以節省127.3Gwh或1千273MW的電力,或總值3億2千240萬令吉的電費。

電費少過120買綠色家電最高扣200才享回扣‧須親到能源部領優惠固本

雪蘭莪‧八打靈再也13日訊)本報探悉,能源、綠色工藝及水務部將規定每月電費少於120令吉的用戶,才能享有購買綠色家電的回扣優惠。

消息說,用戶需領取電費單,親自到該部領取購買綠色家電的優惠固本,才能在購買綠色家電時獲得回扣。
消息也指出,並不是購買所有有註明省電的冷氣機及冰箱就能獲得回扣,只有購買符合能源、綠色工藝及水務部所規定的5星級省電標準的綠色家電,才能享有回扣。

綠色家電價錢大眾化


另一方面,雪隆家電商公會會長蔡中益指出,只有每月電費不超過特定數額的用戶,才能享有購買“綠色家電”的回扣,並不是所有消費者皆能受惠。

他今日向星洲日報說,至於每月電費不超過多少數額的用戶能享有這些回扣,這有待能源、綠色工藝及水務部的宣佈。


他說,早前當局曾建議電器店本身,在售賣綠色電器給顧客後,在每月特定的日子,攜帶收據向能源、綠色工藝及水務部索取回扣。


“但由於並不是所有的消費者在購買綠色電器都能獲得回扣,所以我們反對以這樣的方式來索取回扣。”

他說,目前電器店裡所售賣的多數冰箱及冷氣機,皆屬於“綠色家電”及5星級省電標準的電器。

他表示,自2005年起,綠色家電其實就開始引進大馬,只是當時還未普及化,價錢比普通家電來得貴,所以較少顧客選購。

綠色家電價錢大眾化

“但隨著科技的進步,綠色家電也逐漸普遍且價錢越來越大眾化,所以目前顧客也會選購綠色電器了。”

他表示,普遍上400公升以上的雙門冰箱,都有綠色功能,一般上能節省15%至30%的電費;而冷氣機方面,有註明“Inverter”(變頻科技)的1至1.5馬力型號冷氣機都具備省電功能,省電量可達30%至50%。

但他強調,雖說省電的電器上通常有注明省電的巴仙率有多高,不過,使用有關電器的方式不同,取得的省電功效也不一樣。

TNB buys power from Singapore to ensure supply security

PETALING JAYA: Tenaga Nasional Bhd (TNB) is buying power from Singapore-based PowerSeraya Ltd, a unit of YTL Power International Bhd, as a shutdown of Petroliam Nasional Bhd-owned gas production platforms for maintenance work made worse a dwindling gas supply situation.


Chief executive officer Datuk Seri Che Khalib Mohd Noh said in a reply to a StarBiz query that the purchase was made to ensure supply security.

“We're buying 180MW only, which represents 1.5% of total demand,” Che Khalib said.

According to a Singapore Business Times report, the utility firm's purchase, which was extended to June 15, marked the first ever cross-border commercial sale of power between the two countries.

The report said the purchase was made following an approach by TNB in April to Singapore's Energy Market Authority and the generating companies for electricity supply needed to tide over capacity shortages “for a few months”.

This was caused by natural gas feedstock shortages faced by TNB's power stations due to the maintenance shutdowns, which could further reduce by 30% in the May to June period.

Singapore Business Times said TNB initially looked to buy electricity for just a month but persistent gas supply issues had forced the utility firm to extend the purchase.

Analysts believe that the purchase was made in case the coal-fired plants, which together with the gas-fired plants made up the bulk of electricity generating capacity, tripped.

OSK Research Sdn Bhd research head Chris Eng said if this happened, there would be the purchase from SerayaPower to rely on.

He added that gas supply had been tight since April but supply issues would likely ease up this month.

PowerSeraya chief executive officer John Ng was quoted by the report as saying that the amount of electricity exported to TNB was “small” and would come from a designated oil-firing steam plant at a 3,800MW facility.

He declined to go into commercial details of the deal but expressed the view that “we hope it opens the doors for future exports and imports of electricity between the two countries on a longer term basis”.

Previous instances of cross-border electricity exports between the two were only made during emergency outages, although Singapore has sounded out the possibility of the island-republic's generating companies importing electricity in the medium term, as one way to diversify energy options.

Operationally, some 200MW of electricity could be transmitted through two 230kV submarine cables linking Malaysia's national power grid with Singapore's transmission network at Senoko.

Cheap loans for solar panels proposed

KUALA LUMPUR: The Energy, Green Technology and Water Ministry is in talks with Bank Negara Malaysia (BNM) on the possibility of having cheap loans for households keen to install solar panels.


This would be an incentive for people to use electricity generated from sunlight, which will help them cut their power bills and allow Malaysia to raise its usage of renewable energy.

Minister Datuk Seri Peter Chin Fah Kui said the ministry has already discussed with the association of banks and they are keen to provide financial packages.


"We are still in preliminary discussion with BNM. We hope this can be carried out, in line with FiT (Feed-in Tariff) scheme implementation for renewable energy (RE) by the end of this year," he said after launching the Green Building Index (GBI) Industrial New Construction Tool and Industrial Existing Building Tool yesterday.

An average house uses three to four kilowatts (kW) of power and solar panels that generate 1kW costs about RM15,000.

FiT is a government scheme to develop the RE industry. It allows electricity produced from RE resources like solar, biomass, biogas, mini-hydro, solid waste and wind to be sold to power utilities at a fixed premium price for a specific duration.

Chin said FiT would provide an opportunity for Malaysians, including business and house owners, to mitigate the rising cost of living by generating revenue from RE electricity production.

At present, the government is looking at a tariff rate of between RM1.25 and RM1.75 per kilowatt hour (kWh) for 21 years for solar PV and 23 sen to 24 sen per kWh for 21 years for mini-hydro source.

The government is targeting RE to contribute 6 per cent, or 985 megawatts (MW), and 11 per cent, or 2,080MW, of electricity generation mix by 2015 and 2020 respectively.

In his speech, Chin noted that the ministry is in the midst of finalising its Low Carbon Cities Framework and Assessment System to guide local councils, developers and other users to focus on the development of Low Carbon City.

"The entire document looks at a measurable and performance-based approach and helps us set our targets that we wish to achieve," he said.

Chin acknowledged that these initiatives are among the key technologies which will help Malaysia achieve its commitment to cut carbon intensity by 40 per cent in 2020, based on 2005 levels.

家電商總授招省電‧勿頻打開冰箱冷氣室門

(吉隆坡5日訊)大馬家電商總會顧問拿督郭雅民說,冰箱和冷氣機是最耗電的家庭電器,他提醒消費者別經常打開冰箱及冷氣室的門,同時鼓勵有能力的消費者改用節能電器,以達到最佳的省電效果。

他今日對星洲日報說,舊款式的冰箱比較耗電,若儲藏物少可以將冷度調小,另外冰箱門也不應該經常開關,因為冰箱內的冷度到達一定水平,馬達會自動停止操作以節省電能,並在溫度升高後重新加凍。


“一般冷氣機有高、中、低的冷度選擇,若室內人數不多,可將冷度調到中度,如此一來能使1馬力的冷氣機,只消耗半馬力的電量;若人數不多,建議將冷氣機溫度設在23至25攝氏度之間。”

他指出,冷氣機的操作原理跟冰箱一樣,當室內溫度到達一定程度時也會自動切電,這也是為何人們在冷氣機操作時,會聽到馬達突然沒有聲音。

建議用綠色環保冰箱

他透露,冰箱年齡越大則越耗電,若消費者家中擁有年齡超過5年的舊款冰箱,可考慮轉用新款的綠色環保冰箱,比舊款冰箱節能超過25%的新款冰箱,將獲得國家能源委員會頒發的“5星級省電冰箱”認證。


“另外,3星級和4星級冰箱能節省10至20%電源,舊款冰箱的每月電費介於40至80令吉,胥視容量而定;而新款冰箱的每月電費介於20至60令吉;具備變頻(inverter)科技的冰箱和冷氣機能節省30至50%用電,但其價格比普通同類產品高出數百令吉。”



電飯煲、電水煲煮越久越耗電

郭雅民說,電飯煲和電水煲也屬於高耗電量家電,他建議消費者只煲煮所需份量的飯或水,否則操作時間越長則越耗電。

他指出,新款的節能燈泡能節省60至80%電源,18瓦特的燈泡生產90至100瓦特的燈光,不像舊款燈泡,其功率和燈泡瓦特一樣。

“新款燈泡的價格已越來越便宜,相信未來數年傳統燈泡會逐漸被淘汰。”

Consumer action: Living green saves money

WHENEVER the government allows a small price increase of some service or product, there is a domino effect on the prices of other goods and services.


Take Milo for instance: today the price of a 2kg pack is RM33.90 compared with just under RM30 a week ago. Prior to that, it was sold for about RM26 and at RM22.90 during a sale.

This is outrageous, especially since Malaysia is a producer and exporter of cocoa.

We need to spend prudently and not be tempted by sales offers or cheap sales from hypermarkets and shops into buying something that eventually will land up inside the storeroom.


Now that the price of electricity has gone up, consumers should:

• change all non-energy saving type bulbs to energy saving types;

• ensure that all 3-pin mains power points are completely switched off and not left on standby mode when idle;

• boil drinking water with a full load and use the electric iron to iron a whole pile of clothes at one go;

• switch on the water heater for hot water for bathing only during a cold day or night; bathing with water at ambient room temperature on hot days will cut down on electricity usage;

• switch on only lights that you need and do not light up the whole house unless necessary;

• do not use two- or three-horsepower air conditioners for rooms that need only a one-horsepower unit. Use the electric fan to cool down the room on a cool day or night, instead. This will help save on electricity bills;

• watch TV in the living or TV room together; stop watching TV inside bedrooms individually; and,

• replace spotlights with higherwatt type energy saving lights with sensor control or timer to light up on demand.


Consumers have no option but to help ourselves. With the government contemplating removing more subsidies, we have to act wisely.

I feel there is no rationale for the price of RON 95 petrol price to be raised, although the current crude oil price has gone up more than RM361 (US$120) a barrel, simply because our country is a petroleum producing nation, and we sell highgrade crude to world markets.

Malaysia will stand to gain from the price hike of crude oil and some of these profits can be used to continue subsidising the price of RON 95 petrol.


But in the event that it does go up, one option that consumers can look at is buying smaller cars with small - er-capacity engines like most motorists are doing in the United Kingdom, Hong Kong and Singapore, to save on fuel consumption.


If power is your preference, then, choose a car with higher horsepower and torque and see that it has a five-gear advantage. This will allow the motorist to save on fuel, yet get the speed they want.


Furthermore, the motorist will save on road tax payments if the car has a lower-capacity engine.


However, there is another way to save on fuel and it is to take the car out only when necessary and always take short cuts to places or rather know where you are going prior to taking off. Cut down on fun r ides.

Consumers must spend prudently and buy only things they need.

Environment Minister Norbert Roettgen made the announcement after Chancellor Angela Merkel set up a panel to review nuclear power following the crisis at Fukushima in Japan, reports the BBC.

Roettgen said the seven oldest reactors - which were taken offline for a safety review immediately after the Japanese crisis - would never be used again. An eighth plant - the Kruemmel facility in northern Germany, which was already offline and has been plagued by technical problems, would also be shut down for good.

Six others would go offline by 2021 at the latest and the three newest by 2022, he said. Roettgen said: "It's definite. The latest end for the last three nuclear power plants is 2022. There will be no clause for revision."

Roettgen said a tax on spent fuel rods, expected to raise 2.3bn euros (£1.9bn) a year from this year, would remain despite the shutdown.

The previous German government - a coalition of the centre-left Social Democrats (SPD) and the Greens - decided to shut down Germany's nuclear power stations by 2021.

However, last September Chancellor Angela Merkel's coalition scrapped those plans - announcing it would extend the life of the country's nuclear reactors by an average of 12 years. Ministers said they needed to keep nuclear energy as a "bridging technology" to a greener future.

The decision to extend was unpopular in Germany even before the radioactive leaks at the Fukushima plant. But following Fukushima, Mrs Merkel promptly scrapped her extension plan, and announced a review.

Before March's moratorium on the older power plants, Germany relied on nuclear power for 23 per cent of its energy.

Saving electricity

TO those who would promise to lower the price of electricity, and to those who would believe them, it is time for a reality check. China and Pakistan have announced increases in electricity tariffs this month. Consumers in Queensland, Australia will pay 6.6 per cent more and those in South Australia an extra 10 per cent for their electricity from July. The Bank of England expects tariffs in the United Kingdom to rise by 10 per cent between July and March next year. South Korea is reported to be considering increasing rates sometime in August.


Against the backdrop of the rising prices of the gas, coal and fuel that generate electricity, the fact is that no country is in a position to put a lid on prices. All that responsible governments can try to do is to mitigate the increases in power tariffs so as not to unduly burden poorer households and cause excessively strong inflationary pressures. In order to minimise the potential shocks, the government has excluded 75 per cent of domestic consumers, including the 900,000 low-income earners who will continue to receive free electricity until the end of the year, from the new power rates. There is also less to worry for learning institutions and big industrial consumers as they are eligible for discounts and special rates. Of course, though the higher tariffs will not translate into higher monthly electricity bills for many households, the concern is that they could be reflected in the higher prices that consumers have to pay for other goods and services. But as inflation is expected to rise by 0.27 per cent, the hike in power tariffs is not likely to have a strong impact on domestic prices. In any event, it is hoped that businesses will absorb the increases rather than pass it on to consumers.



In any case, there is also another way for industry and commerce to pay less for electricity and keep costs and prices down -- use less electricity and use it more efficiently. The fact is that there is too much wastage. Businesses can make substantial savings on expenditure by conserving energy and using electricity more cost-effectively. Lists of specific suggestions are not hard to find. Indeed, what is needed is a commitment from everyone, not just those on the factory floor or in a government agency, to cut down on the use of electricity. For many households, the savings they make may seem insignificant. But each small step to save electricity can make a difference to the national energy-efficiency initiatives.

吳智儒:能源部或7月宣佈‧購綠色冰箱和冷氣機獲回扣‧最高200

雪蘭莪‧八打靈再也1日訊)為了鼓勵消費人使用節省能源的家用電器,能源部將在7月宣佈,凡購買“綠色家電”的消費者將獲得最高200令吉的回扣,但有關回扣只限於購買冰箱以及冷氣機。


來西亞家電商總會會長吳智儒透露,所謂的“綠色家電”是必須符合能源局所規定的5星級省電標準的電器。


他今日受詢時對星洲日報指出,凡購買冰箱一律獲得200令吉的回扣,而購買冷氣機則一律獲得100令吉的回扣。

“這項優惠是由能源局提供,相信將會在7月份實施。”

商家直接回扣消費者


他表示,消費者在購買電器的時候,商家將直接給予消費者回扣,而能源部將在過後補貼商家。

他表示,此舉除了鼓勵消費者節省用電外,同時也鼓勵廠商們生產耗電量較少的電器。


“這項優惠將鼓勵消費人多買省電的電器,以便節省更多的電源。”


他指出,購買“綠色家電”者須符合一些條件,如消費者家庭的用電量不可以超過指定的瓦特等。
